Create user mailboxes in Exchange Online

Users can now create Exchange Online user mailboxes through the Microsoft 365 admin center or Exchange Online PowerShell, though the new Exchange admin center (EAC) cannot be used for creation. This change provides more flexible administration options for mailbox management.
