v7.7.0-preview.3 Release of PowerShell

PowerShell v7.7.0-preview.3 introduces a preview release with updates to the New-Guid cmdlet to generate UUID v7 by default and fixes progress bar rendering issues with double-width unicode characters. It also includes code cleanup by removing an unused command.
